A closeout memo uses dates to separate sentences that still apply from sentences that have ended.
The memo adds no new metrics. It only cites sentences that already appear on a catalog entry or a revised statement. Ended sentences stay on the page with an end date. They are not deleted in a way that makes a reader think they never existed. We do not write the closeout as a performance report.
